Strengths
Very smooth operator and overall route runner. Good size with big hands. Plus speed and acceleration. Impressive release footwork. Crisp to create space on in-breaking routes. Very effective changing speed to get vertical on double moves. Sells double moves with head fakes to get the safety to bite. Speed appears deceptive and leads to poor angles by opponents. Excellent ability to track and haul in the deep ball over either shoulder. Hands catcher that looks the ball in with great focus on downfield throws. Will make high-point catches in traffic. Able to create separation on shorter routes with smoothness in and out of breaks. Intelligent finding space in coverage with ideal pacing through the second level. Good ability to weave for yards after the catch. Has some early slipperiness with the ball in his hands. Experience lining up in various spots. Quality blocker on the perimeter.
Weaknesses
Too many drops in general. Hands/tracking is more inconsistent underneath. Has shown he can do it but needs to be more consistent versus contested coverage. Could go harder finishing routes when running himself into coverage. Would like to see him do a better job uncovering for second chance plays.

Conclusion
Overall, Tolbert is a smooth wideout with impressive downfield ability that should benefit from more consistent quarterback play at the next level. He is worth selecting in Round 3 as a strong complementary option for an NFL offense.
